Quick answer: If Google Ads conversion tracking is not working, check these in order: the conversion status in Goals, the action settings (Primary, count, window), whether the tag fires once on success in GTM Preview, whether the container is published, the Conversion ID and Label, the Conversion Linker, auto-tagging and gclid, Consent Mode, and duplicate counting. The 10 steps below cover each one.
Broken conversion tracking is expensive: Smart Bidding learns from the wrong data, and you pay for clicks you cannot judge. Work through the steps in order, because each layer affects the next. Allow about 45 minutes.
In this guide: Match your symptom | 10 steps | Enhanced conversions | FAQ
Match your symptom first
| Symptom | Most likely area | Go to |
|---|---|---|
| Zero conversions, tag never detected | Tag missing, trigger, unpublished container | Steps 3 to 5 |
| Tag fires, nothing recorded | Linker, gclid, consent, ID or Label | Steps 5 to 8 |
| Too many conversions | Duplicate sources, thank-you page reloads | Step 9 |
| Fewer than the CRM shows | Attribution window, blockers, consent | Steps 8 and 10 |
| Conversions visible, not used for bidding | Secondary action | Step 2 |
The 10-step fix
Step 1: Read the conversion status
In Google Ads open Goals > Conversions > Summary and look at the Status column for the action. A status such as No recent conversions means nothing was recorded recently. That can mean a broken tag, but low traffic or reporting delay can cause it too. Google's wording and menu names change, so check Google's help page for the exact meaning of each status in your account.
Step 2: Check the conversion action settings
Click the action and check:
- Primary or Secondary: Secondary actions are reported but do not count in the main Conversions column or drive bidding. Make real business outcomes (leads, purchases, qualified calls) Primary.
- Count: use One for leads and Every for purchases.
- Attribution window: if your sales cycle is long, conversions after the window closes (the default click window is often 30 days) are not recorded.
Step 3: Test the tag in GTM Preview
- Open Google Tag Manager and click Preview.
- Complete the real conversion flow, such as submitting the form. Do not load the thank-you page directly.
- Confirm the conversion tag appears under Tags Fired exactly once.
- Repeat with a failed submission (blank required field). The tag must not fire.
If it fires on a button click instead of a completed submit, or fires twice, fix the trigger now. Tracking should follow the successful outcome, not the click.
Step 4: Publish the container and compare versions
Changes tested in Preview are invisible to real visitors until you click Submit > Publish. If tracking broke on a known date, open Versions in GTM and compare the live version with the one before it. Site updates often change event names or selectors, which silently breaks triggers.
Step 5: Verify the Conversion ID and Label
In Google Ads open the conversion action and its tag setup details. In GTM, make sure the Conversion ID and Conversion Label in your tag match exactly. A single wrong character, or a tag copied from another account, records nothing.
Step 6: Check the Conversion Linker
Your container needs a Conversion Linker tag that fires on All Pages. It stores ad click data in first-party cookies so the conversion can be matched to the click later. If it is missing or limited to certain pages, clicks can be lost before the user converts.
Step 7: Turn on auto-tagging and protect the gclid
- In Google Ads go to Admin > Account settings > Auto-tagging, tick Tag the URL that people click through from my ad, and save.
- Click one of your live ads and check the final landing URL for the gclid parameter.
- If you use redirects, vanity URLs, link shorteners or cross-domain steps (for example a separate booking or payment domain), make sure they pass the parameter through.
Step 8: Test Consent Mode properly
If ad storage or ad user data is denied, or consent updates late, tags can be blocked. In GTM's Consent tab and Preview mode, test three things: the default state, the update event, and the order of events before the conversion. Do not only test the "accept all" path. Users in the European Economic Area must send consent signals to Google, which has been required since March 2024.
Step 9: Remove duplicate counting
Google Ads often reports more conversions than your CRM because one lead is counted by several sources. Typical causes:
- A Google Ads tag and an imported GA4 key event both set as Primary for the same form.
- A thank-you page that counts again on refresh or in multi-step flows.
- Overlapping triggers on the same tag.
Keep one Primary source per outcome, set the others to Secondary, and keep micro-events (scroll, page view) out of the Primary set. See how to import GA4 key events into Google Ads for the Primary versus Secondary setup.
Step 10: Compare with your CRM and monitor after releases
Once the tag works, reconcile Google Ads with your CRM or sales records weekly. Differences from the attribution window are normal. Large gaps are not. Then re-test tracking after every theme, plugin, form or GTM change, because the most common cause of sudden drops is a site release that nobody connected to tracking. Set an alert or a weekly check for sudden falls in conversions.
Enhanced conversions: fix the basics first
Enhanced conversions improve matching when cookies are lost, which helps with ad blockers and browser limits. But they cannot fix a broken base tag. Work in this order:
- Make sure the base conversion fires once on a successful submit.
- Confirm consent and gclid handling (Steps 7 and 8).
- Then capture email (and phone if reliable) at the moment of conversion, standardised before hashing, for example trimmed and lowercase.
- Test a second form or template for consistency.
Frequently asked questions
Why does Google Ads show no recent conversions?
It can mean the tag is not firing, but low traffic or a delay can cause it even when the tag works. Run a test conversion through the real flow and check that the tag fires in Preview mode.
Why is my conversion tag firing but conversions are not recorded?
Common causes are a missing gclid, a missing Conversion Linker, a wrong Conversion ID or Label, consent blocking, or a conversion that happened outside the attribution window.
Why does Google Ads report more conversions than my CRM?
Usually the same outcome is counted by more than one tag or source, or a thank-you page counts again on refresh. Deduplicate events and keep one Primary action per outcome.
What is the difference between Primary and Secondary conversion actions?
Primary actions appear in the Conversions column and can be used for bidding. Secondary actions are reported separately and do not influence bidding.
Do ad blockers affect Google Ads conversion tracking?
Yes, ad blockers and browser protections can stop tags from firing. Enhanced conversions and server-side tracking can recover some of the lost signal.
Final thoughts
Fix the tag first, then the click data (linker, gclid, consent), then the counting rules. Only after the signal is stable should you tune bids and budgets, because Smart Bidding can only be as good as the conversions it learns from.
